Agents of Psyence came out a few years ago- but I agree-FANTASTIC!

Ah right, thanks for the info about Agents of Psyence. Yep, they're great!

Another one which I'm not sure qualifies would be D-Ranger (KAFT). It was technically released this year, although a couple of the episodes were rereleases. They were, however, remixed for this release.

My vote for best new show of 2009 goes to We're Alive, the story of three soldiers and a lot of civilians who try to hold an apartment building against an onslaught of zombies. The sound is wonderful, the acting is good, and the writing is original, adding up to one addictive story.
